1. What is intelligent transport?
Intelligent transport system means the application of
information and communications technology to improve traffic flow,
enhance safety and make it more environmentally friendly.
Intelligent solutions make travel easier and more predictable for
citizens whether they choose to commute in their own vehicle or by
public transportation.
The aim of intelligent transport is to shift the focus of transport
policy away from the construction and maintenance of transport
network towards the effective functioning of travel and
transportation.

2. Intelligent transport in the Government Programme
The Government Programme of Prime Minister Jyrki Katainen
underlines the importance of intelligent transport. The Programme
has recognised that the Government will promote new intelligent
transport services, financial steering, and innovations based on
the National Strategy for Intelligent Transport.
The purpose is to support the development of transport efficiency.
In addition, the Government will examine the introduction of
GPS-based road user charges.
3. Second generation intelligent strategy for transport
The second generation intelligent strategy furthers the melding
of intelligent transport as part of all other forms of transport
and Finnish transport policy. The strategy particularly emphasises
the cooperation between public sector and business sector.
Finland published the world's first intelligent transport strategy
in 2009. Currently published second generation intelligent strategy
shares the same vision, objectives and principles.
The main themes of the second generation intelligent
strategy are:
- improvement of the service level of transport information ,
- radical improvement of the productivity and efficiency of the transport system,
- promotion of the new transport policy objectives and implementation by means of experiments,
- promotion of the information and communication technology and quick utilisation of new opportunities.
Information and communication technology is used as an essential
tool in the reform of transport policy. The aim is to grow the
service capacity of the transport system and the productivity of
the infrastructure maintenance, enhance traffic safety, increase
the use of public transport, cycling and walking, and to promote
the objectives of climate and environmental policy.
Second generation intelligent strategy comprises nine priority
projects, the economic impact of which has been estimated in Euro.
The strategy also introduces how the distribution of duties and
responsibilities among the administration, the business sector and
other stakeholders as well as social interaction will be organised
in the future.
The objectives set out to be achieved by the year
2020:
- The productivity of the infrastructure maintenance and transport system will increase by ten per cent more than the increase in general development,
- 50 lives will be saved in road transport every year,
- Logistics costs will be reduced to a level almost on a par with those of our main international competitors,
- Traffic delays caused by congestion will be reduced by 20 per cent ,
- The market share of public transport, cyclists and pedestrians will increase 20 per cent
Vision for intelligent transport in 2020: The Finnish
transport system will be one of the most advanced in the
world:
- Transport services will be better, smoother, more environmentally friendly and more safe,
- Travellers will be provided with information on traffic conditions in real-time,
- The infrastructure will be used more efficiently,
- The transport policy will address the mobility problems instead of just building infrastructure,
- Effective logistics will improve competitiveness.
- Finland is a major player in the global markets for intelligent transport. The flow of traffic between Finland and Russia will be improved through the intelligent transport system project
4. The Smart Transport Corridor Helsinki - St. Petersburg Project
The Smart Transport Corridor Helsinki - St. Petersburg project
promotes the creation of continuous and interoperable intelligent
transport services between Finland and Russia. At the same time, it
will increase the interoperability of services between the EU and
Russia. An important goal is to increase the cooperation between
Finnish and Russian private and public sector operators and
facilitate the growth of business in the intelligent transport
area.
The aim is to improve the commuter services, enhance the traffic
safety and make the traffic flow smoother, especially at the
border.
Five pilot services will be carried out in
2013-2014
- weather and road condition service
- traffic incident information service
- traveller services in real-time
- public transport information service in Allegro train
- automatic emergency call eCall/ERA Glonass
In addition, the project will establish the procedures for
opening the traffic data to service providers in both countries.
The project is steered by the Ministry of Transport and
Communications and the implementation of the pilots is steered by
the Transport Agency. Services are implemented by the service
consortium founded by private companies.
The functional services will be demonstrated in Helsinki ITS Europe
Congress 2014.
