Finnish Broadcasting Company, YLE

 The function of the Finnish Broadcasting Company (YLE) is to produce public service programming for access by all under equal terms. YLE's activities are regulated by law. The administrative organs defined by law are responsible for the company's operations, ultimately the Administrative Council appointed by Parliament.

The Government ensures that YLE has at its disposal the terrestrial TV and radio network capacity that it requires and that it can use this capacity appropriately. The government allocates YLE a certain number of frequencies by means of a frequency plan.

YLE's operations are funded through television licence fees. YLE is not permitted to broadcast advertisements.

A television licence has to be purchased if you are able to receive and watch television broadcasts. Those acquiring a television set must notify FICORA. Based on these notifications, the Authority invoices the user of the television for the television licence fee.

The definition, funding and administration of the public service provided by YLE are being reformed. A decision on the funding model for YLE is due to be taken during 2011.
